Hello Everyone,
Consider this thread a place where we can keep track of issues that need to be voted on in April 2015. As Brandon suggests, I think we should allocate a specific time (perhaps the first week of our playoffs, before everyone loses interest) when everyone is required to vote on the issues at hand. Perhaps we can even place a time limit on the vote/debate, such as one week.
Any issues that remain unresolved at that time must be dropped, or perhaps in special cases where further discussion seems to be required, be added to the following year's agenda, which would be voted on in April 2016. And so on....
What does everyone think of these ideas?
ISSUES TO BE VOTED ON:
I can recall two issues that need to be voted on at the end of this season:
1) FAAB: How to administer FAAB for the 2015-16 season. Options are to (a) do nothing (ie. keep the midseason draft), (b) have a one-day FAAB on the day prior to the start of the season, and keep the midseason draft, or (c) have an all-year FAAB starting in October 2015 and no midseason draft.
2) Conditional Deals: Suggested options are, (a) no conditional deals allowed, (b) conditional deals with draft picks are allowed, but not with players returning to teams that traded them, or (c) all conditional deals are allowed.
If you have an issue you'd like the league to vote on, post it here for discussion and we can figure out how we might include it.

I think that if we ever have a poll with more than two options then those votes that go to an option that has no chance of winning should re vote until it comes down to just two options.

And isn't it ok to vote on rules for future seasons now? This is the time most of us are online and paying attention.

The options I listed above for the two issues are not necessarily set in stone. They are just suggestions based on where the debate on these issues has taken us so far. However, while having only two options can be ideal, in some cases there may need to be more than two options (at least at the start).
I also think this approach is keeping in line with the way our league seems to be trending, ie. voting on all applicable issues at the end of the season. It seems there are few of us who want to be dealing with these issues in the middle of a season anymore.

ok, But dealing with issues at the end of the season when we aren't coming to this board anymore doesn't make much sense to me either. I guess I'm one of the opposite that don't like talking about hockey when it's not in the season. We need a vote on when we can vote in this league. lol. Put that on the list please..... to be taken up when I don't visit this site anymore.

I don't mind voting on issues during the season as long as the changes are implemented after the current season in most cases.

For the record, the first round of our league's playoffs are still during the season. I am not suggesting we vote on proposed measures in July.
Again, this is just a suggestion based on what seems to be a common complaint among several GMs: that we are willy-nilly (Greg likes this phrase) with polls, proposed rule changes, and that it's been difficult keeping track of where we're at on any number of issues. I tend to agree that it makes sense to keep a list of proposed issues or changes, and then vote on them during a single week every year. I simply proposed the first round of our league's playoffs every year because eight of ten GMs are paying close attention, and if we set this rule, the other two who didn't make the playoffs will know to stick around for the conversation about proposed rule changes.

I am good with this. if possible could we move this thread out of the league lounge and have its own section for potential rule changes. this may get messy being in the league lounge with everything else.

ok, sounds good. Please keep my proposal to vote on issues anytime as a poll to be brought up during our one week voting time. As I believe we will never make decisions in one week.

OK boys. Things are really rolling.
I can add a section in the forum for proposed league changes (or items to be voted on). As Brandon suggested, it would keep things neater.
I like the idea of a block of time for the voting to take place. Perhaps the first two weeks of our playoffs would be sensible. Interest should be at a peak then.
As far as the Polls go, there is a multiple choice option. That allows a GM to choose more than one option. That is an interesting possibility for us. Something to consider.

Another option:
Perhaps the week before the playoffs start we spend fine-tuning the questions/polls that we'll be running, allowing people an open forum for debate (and how to word the polls).
Then the week during the first round of the playoffs, assuming we know what issues/polls we'll be voting on, we can spend actually voting.
Everyone will know well in advance that these two weeks will be the time for feedback and voting. If anybody therefore misses either one of these opportunities, they will deprive themselves of their democratic right.
With such advance notice, however, I think we can expect better participation. As Brandon noted earlier, there have been too many occasions when 7 or 8 GMs have voted, and we're waiting for weeks to hear from the stragglers.
I'm also fine with moving this thread somewhere else besides the League Lounge. Either, of putting a sticky on it so that it sticks to the top.
