Here is quite a good article I read today.............thoughts?

I disagree with the article. I think it puts the NHL back to square one. The whole emphasis of the new NHL is creating parity, and to level the playing field. If the rich teams are allowed to exploit this loophole then the NHL would be shooting itself in the foot.
